Village of Mazomanie Smart Growth Planning
CCL Consulting has partnered with the Village of Mazomanie on a series of community planning efforts aimed at positioning this historic Northwest Dane County rural community for smart growth and sustainable economic development. In 2020, CCL managed the 10-year update of the Comprehensive "Smart Growth" Plan and 5-year update to the Community Outdoor Recreation Plan (CORP) for the Village.
A Comprehensive Plan is a local government's guide to community physical, social, and economic development and, under Wisconsin law, provides the basis for local land use decisions with a long-term vision for future planning and community decisions. CCL helped the Board of Trustees, Plan Commission, and administrative staff in achieving the Village's goal of incorporating the Mazo 2020 Economic Positioning Strategy (2016) in the required 10-year update to the comprehensive plan.
To ensure broad community participation in the amendment process, CCL assisted in organizing a community visioning meeting, public opinion survey, a series of focus groups, a public hearing, and community outreach in local media about the project as the COVID-19 pandemic curtailed opportunities for face-to-face interaction. The UW-River Falls Survey Research Center and the Capital Area Regional Planning Commission (CARPC) assisted CCL in production of the plan amendment adopted by the Village in December 2020. A Community Outdoor Recreation Plan is required by the Wisconsin Department of Natural Resources (WDNR) for the Village to be eligible for participation in state and federal funding for park and trail development in addition to establishing and reinforcing the fundamental planning direction for Village parks and recreation areas. CCL assisted the Village and administrative staff in updating the CORP to bring it into alignment with the Mazo 2020 Economic Positioning Strategy (2016) vision for the community's sustainable growth and development.
